Just set the MINIMUM to 100%.Go back to Task Manager, and the CPU should be staying at about roughly 3.15GHz even in IDLE I would guess though it will still toggle a bit (Max Turbo minus 200MHz or so depending on CPU load).Then you've disabled most power management and the CPU's are permanently unparked.
